“OFFICERS NO LONGER HAVE TIME TO COMPLY WITH RULES”

THERE is growing evidence that seafarers, “with the best intentions of complying with all regulations, are now unable to do so, due to sheer lack of time and fatigue according Anglo-Eastern Ship Management’s Director, Q.A. & Training Pradeep Chawla.

Capt Chawla was speaking at a Nautical Institute seminar in Hong Kong today. He noted the increase in regulations in recent years and warned: “The pace of improvement desired by the regulations and the society in general, are going out of synchronization with reality out at sea.”

He said: “The seafarers and personnel ashore have been taking the changes in their stride for the past fifteen years, but the weight of these responsibilities has slowly increased to such an extent that there is a grave danger of safety at sea being compromised due the very changes that are meant to improve safety at sea.”

He also said that the aims of STCW 95 to provide a uniform training standard worldwide have “certainly not been fully achieved as yet”.
