I spent hours and hours in Piraeus, Kos, Rhodes watching the operations, and also in Genoa, where I worked on the quai. Things are similar. Coast Guard here in Greece get in the car and leave as soon as the ship looks ready to sail? Why? Why can't they just wait few minutes more? Where do they have to go?
Regarding the crew attitude, sorry to say this, but it's very Greek. See the bus drivers in Athens or any other public servants. They hate you, they want you to disappear and leave them alone.
Regarding the MOB, I am not a professional, nothing to say here. Just common sense, a man in rough waters, near propellers spinning at full force? Do not throw a life saver? Really?
